About the Speakers
Sue Hough
Sue Hough founded Octavo Designs in April 2000. Since that time, Octavo has become an award-winning graphic design studio receiving local and national recognition for outstanding design work. Sue creatively directs the business with a foundation of over 20 years of experience in graphic design, pre-press, and the print industry. In 2003, Sue acquired Gecko Media Group, a regional web development and marketing firm, thus elevating the company’s web design presence. Octavo has had great success offering its clients a full scope of print and interactive marketing services. Sue creates websites with a branding focus that ties directly into each client’s marketing strategies and goals. Sue has been collaborating with PPR Strategies for over 18 years. This means that she brings an in-depth understanding of the branding and visual needs of economic development, tourism-based, or other governmental organizations. Always eager to give back to the community, Sue has sponsored many activities and volunteered design services for numerous regional nonprofit organizations. Sue works with PPR Strategies as a partner organization. Her company, Octavo Designs, shares the office space with PPR Strategies, allowing for ease of communication during work hours.
Sandy Dubay
Sandy Dubay, CEcD, is the CEO and Founder of PPR Strategies, People & Places Reimagined, an economic development and tourism consulting agency in the Mid-Atlantic. A passionate economic development advocate, Sandy brings her expertise in communications, social media, marketing, and tourism to help clients create and implement customized communications plans.
As PPR Strategies’ CEO and Founder, Sandy brings over 20 years of marketing savvy to provide strategies and solutions for clients. She previously served as a Research Specialist at the Jeff erson County Development Authority in Charles Town, West Virginia, and a Business Development Specialist at the Frederick County Offi ce of Economic Development in Frederick, Maryland. She is involved in the local community a former board member of the Jeff erson County Chamber of Commerce, a past president of the Rotary Club of Shepherdstown, and active member of the Prince William Chamber of Commerce. Sandy is also a member of the Virginia Economic Developers Association (VEDA) and the Maryland Economic Development Association (MEDA). She’s also a longtime instructor of the MEDA “Chesapeake Basic Economic Development” course. A member of the International Economic Development Council (IEDC), Sandy is an instructor of the “Marketing & Business Attraction” course, a facilitator of the “Economic Development Basic Course,” and a regular speaker at IEDC Conferences. In 2010, West Virginia Executive magazine recognized Sandy as a “Young Gun” for her entrepreneurial successes and community service activities. In 2013, Sandy received a Maven Award as PR Person of the Year from the American Advertising Federation of Greater Frederick. Sandy is a 2016 graduate of Leadership Maryland. In January 2024, Sandy was recognized as an EmPOWERED Leader by the Frederick County Offi ce of Economic Development.
